The Technical Secretariat/Technical Officer is responsible for providing technical, regulatory, and administrative support to MASAAM in achieving its objectives. The role serves as the primary liaison between government agencies, industry stakeholders, and MASAAM members on matters relating to motorcycle regulations, standards, policies, and industry development.

The position also supports the Top Management Committee by coordinating meetings, preparing technical papers, monitoring regulatory developments, and ensuring the effective implementation of association initiatives.

Key Responsibilities:

Technical & Regulatory Affairs
• Monitor and analyse local and international regulations, standards, and policies affecting the motorcycle industry.
• Coordinate industry feedback on technical and regulatory matters with MASAAM members.
• Prepare technical reports, briefing papers, position papers, and recommendations for submission to relevant authorities.
• Represent MASAAM in meetings, technical working groups, and industry engagements with government agencies and related organisations.
• Maintain updates on legislation, vehicle standards, environmental regulations, and safety requirements relevant to the industry.

  1. Secretariat & Committee Support
    • Organise and coordinate Top Management Committee, Management Committee, Technical Committee, and Working Group meetings.
    • Prepare meeting agendas, minutes of meetings, and follow-up action lists.
    • Monitor the implementation and progress of decisions made during committee meetings.
    • Maintain proper documentation and filing of official records.

  2. Government & Stakeholder Engagement
    • Act as the liaison between MASAAM, government ministries, regulatory agencies, and industry stakeholders.
    • Coordinate meetings, consultations, and official correspondence with relevant authorities.
    • Support advocacy initiatives and policy discussions on behalf of MASAAM.

  3. Member Services
    • Respond to technical enquiries from members.
    • Coordinate collection of industry data, technical information, and member feedback.
    • Disseminate regulatory updates, circulars, and technical information to members.
    • Assist in membership-related activities where required.

  4. Research & Industry Development
    • Conduct research on emerging technologies, industry trends, standards, and regulatory developments.
    • Prepare presentations and reports for industry discussions and strategic planning.
    • Support the development of industry proposals, technical guidelines, and policy recommendations.

  5. Events & Programme Coordination
    • Coordinate technical seminars, workshops, conferences, and industry dialogues.
    • Liaise with speakers, government agencies, and participants.
    • Prepare event materials and post-event reports.

  6. Administrative Support
    • Draft official letters, memorandums, and correspondence.
    • Maintain databases of members, stakeholders, and technical documents.
    • Assist in budget planning and administrative matters related to technical activities.
    • Perform other duties assigned by the Secretary General or Executive Committee.

Qualifications:

• Bachelor's Degree in Mechanical Engineering, Automotive Engineering, Industrial Engineering, Public Policy, or a related discipline.

• Fresh graduates are encouraged to apply. Relevant working experience in the automotive or motorcycle industry is an added advantage.

• Experience dealing with government agencies or industry associations will be an advantage.

Knowledge & Skills:

• Good understanding of the Malaysian automotive or motorcycle industry.

• Knowledge of vehicle regulations, standards, homologation, and certification processes is an advantage.

• Excellent report writing and documentation skills.

• Strong communication and stakeholder management abilities.

• Good analytical and problem-solving skills.

• Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook).

• Able to manage multiple projects and meet deadlines.

• Excellent command of English and Bahasa Malaysia, both written and spoken.

Reporting Line

Reports directly to the Honorary Secretary and provides secretariat support to the MASAAM Management Committee and relevant Technical Committees.
